Management Biographies


Charles M. Angell
President
Chief Executive Officer

Currently serving as President and Chief Executive Officer of National Captive Services, Charles has over 33 years of actuarial and operational experience in the property-casualty industry and is a Fellow in the Casualty Actuarial Society, as well as a Certified Insurance Counselor. As an actuary, he has held positions of responsibility that involved the pricing and reserving of most major personal and commercial lines of property-casualty business. For the past 18 years he has been responsible for managing the home office departments for personal and commercial underwriting, marketing, actuarial, claims, product development, reinsurance, information systems, as well as overseeing regional office operations. Charles has previously worked for C.L. Frates - Underwriting Managers, Vesta Insurance Companies, Amerisure Companies, Great American Insurance Group, and The Hartford Group. He holds a B.S. in Math from the University of North Carolina (Chapel Hill), an M.A. in Math from the University of Maryland (College Park), and completed a one-year mini-MBA program at University of Cincinnati.


David R. Osborn
Executive Vice President
Chief Underwriting and Marketing Officer

Currently serving as Executive Vice President, for National Captive Services, Dave has over 30 years of underwriting, marketing, and operational experience in the property-casualty insurance industry. He has held positions of responsibility that involved the development of underwriting and marketing strategies, policy drafting, and line of business P&L for hospitals, physicians and nursing homes on a country-wide basis. He also has significant experience in first dollar programs, large deductibles, self-insured retentions, risk purchasing and retention groups, and both single parent and group captives. Mr. Osborn has previously worked for C.L. Frates-Underwriting Managers, Zurich-American, Virginia Professional Underwriters, Continental, Hartford, and St. Paul Companies. He holds a B.S. in Business Administration from Drake University.


Cindy Scott
Senior Vice President
Chief Claims Officer

Currently serving as Senior Vice President of National Captive Services, specializing in investigation and litigation management of medical negligence claims against Healthcare Providers, Cindy's past experience includes Vice President/Claims Manager for a Hospital and Long Term Care Insurer, Property and Casualty Supervisor for American Fidelity Insurance Company, Principal of Scott Investigations representing The State Fair of Oklahoma, Home Insurance Company and other various companies in the investigation of personal injury claims. Cindy has an Associate in Claims and has been licensed as a multi-line insurance adjuster in multiple states for 33 years. Ms. Scott has training in Risk Management, Quality Assurance, Supervisory Development, Management of Personnel, and various lines of insurance claims investigation.
